Quality Of Care Case Paralegal

This position is responsible for organizing, reviewing, summarizing, and analyzing medical records and other healthcare and legal documents. In addition, this position is responsible for identifying and obtaining outside medical expert reviewers/witnesses and working with those experts in support of cases in both the investigative and adjudicative phase of cases. This position will also provide a broad range of case specific medico- legal support to Board Attorneys, the Office of Medical Director (OMD) and the Investigations Department in all quality of care cases. These duties will be executed to support the proper regulation of the practice of medicine in North Carolina as mandated by the North Carolina Medical Practice Act.

Responsibilities:

Supports the Investigations Department, OMD and Legal Department by reviewing medical records and preparing timelines and indexes, to be used in determining whether a licensee has deviated from or complied with the standards of acceptable and prevailing medical practice in North Carolina.

Gathers, and organizes complete and relevant medical records that include the records of the care at issue and, when relevant, prior, concurrent, and subsequent records. Provides summaries, chronologies, and case analyses as necessary.

Identifies, locates, evaluates, and confers with outside expert medical reviewers/witnesses and recruits same to review cases for the Board. Provides all needed follow-up to ensure timely acquisition of useful expert reviews. Obtains and maintains current curriculum vitae for experts.

 Assists investigators and staff as needed with investigations, case reviews, case analysis, interview preparation, interviews, site visits, medical records review, and trial/hearing preparation.

Supports the Investigations Department, OMD and Legal Department with medical/legal terminology, practices, and trends within the healthcare industry.

Consults with Board Attorneys as needed regarding expert witnesses in quality of

care cases.

Maintains expert witness database of outside expert medical reviewers/witnesses who have been approved and are willing to review quality of care cases.

Required Qualifications:

In-depth knowledge and understanding of the investigative and adjudicative processes related to quality of care cases.

Strong computer skills including Microsoft Office suite & other business-related software systems.

Excellent organizational skills including ability to prioritize and coordinate multiple tasks.

Ability to work with and maintain confidential information.

Excellent written and verbal communication skills, including professional phone etiquette.

Bachelor’s degree preferred.

Nursing Degree preferred.

North Carolina State Bar Paralegal Certification preferred.

Minimum of five years of work experience in regulatory law, health care litigation or administrative law/administrative agency adjudications related to health care, or similar settings.
