Chief Licensing & Registration Officer (CLRO)

The Chief Licensing & Registration Officer (CLRO) is a member of the Executive Team and leader of the Licensing & Registration Department, which carries out the North Carolina Medical Board’s (NCMB’s) oldest functions and the only ones that touch every licensee. Those functions are licensing, registration and professional corporations. The CLRO directly manages multiple positions in the Department. The CLRO performs, oversees and/or manages activities that sustain, promote, enhance, and protect the core mission of NCMB.

The CLRO reports to the CEO and is responsible for leading the Board’s licensing and registration processes from start to finish while maintaining the effectiveness, efficiency and reputation of the program. As a member of the Executive Team, the CLRO works in partnership with the CEO and the Executive Team on planning and implementing strategic initiatives and cultivating innovation and excellent organization culture.

Responsibilities - Executive Team Membership

Serve on the Executive Team and actively engage in regular meetings, including proactively identifying strategic, tactical and innovation opportunities and threats

Work collaboratively to solve operational and logistical challenges intra- and inter-departmentally, manage internal and external requests, and respond to changes in the healthcare regulatory sphere

Manage special projects as needed

Provide support to the CEO and directly assist the CEO with developing and accomplishing the strategic goals for the organization

All other duties deemed necessary by the CEO

Responsibilities - Licensing, Registration & Professional Corporations

Oversee and manage the day-to-day operation of NCMB processes regarding license applications, annual registration and the registration and renewal of professional corporations.

Hire, lead and oversee the Licensing Manager; collaborate on the direction of the Department; provide support specific to the needs of each section and staff person in the Department

Create a robust training program for all members of the Department

Regularly review, update and improve license applications and registration processes

Ensure compliance with all applicable laws and regulations, including: collaborating with the Legal Department to receive legal review and advice, arranging and executing ongoing training by the Legal Department, Office of the Medical Director and others, and creating and administering a system of compliance with internal written procedures along with laws and regulations

Support and enhance powerful culture of customer service to internal and external stakeholders

Identify challenges and emerging issues faced by the organization. Work with the Executive Team and staff to recognize internal and external organizational needs and define and execute appropriate strategies to support them.

Perform environmental scans, track state and national trends through attending state and national conferences, and collaborating with other medical licensing agencies

Develop the Department budget, work that through the Executive Team and Board approval process and administer that budget effectively to produce the greatest benefit to the public, applicants, registrants and the Board proper

Promote a culture of high performance and continuous improvement that values learning and a commitment to quality

Develop and administer a cutting-edge error identification and quality management system that utilizes a systems approach, anticipates human error and prevents failures that undermine NCMB’s reputation and sustainability

Mentor and develop staff using a supportive and collaborative approach on a consistent basis, to include the use of internal and external resources

REQUIRED QUALIFICATIONS

Graduation from an accredited 4-year college or university.

MBA, MPA, MPH, JD, Paralegal Certificate or Paralegal Degree from a Qualified Paralegal Studies Program, or bachelor’s degree or greater in industrial or systems engineering preferred

Experience in professional licensing or credentialing or in professional regulation is desirable

Minimum of five years of experience in a senior management role

Experience developing and implementing strategic plans

Extensive experience in developing, evolving and maintaining complex process systems such as those used in credentialing and/or licensing functions

Experience developing and implementing educational, customer service and/or communications programs

Effective interpersonal and communication skills and the ability to interface with personnel at all levels

Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact internal and external initiatives.

Demonstrated ability to lead a team of highly skilled professionals and facilitate their professional development and growth

Availability to Board members and staff for advice, assistance and guidance

Ability to adapt to rapidly changing circumstances and re-assess priorities and adjust accordingly on a frequent basis

Proficient with Microsoft Office software

Experience with web-based SQL Server licensure/credentialing platforms
