NCMB has issued a dissolution of its prior order to postpone certain testing requirements for individuals applying for a Resident Training License. For much of 2020, the USMLE Step 2 CK and COMLEX-USA Level 2 CE testing was suspended due to COVID-19 precautions. Testing centers have reopened, so effective August 31, 2021, all persons who apply for an RTL on or after September 1, 2021, must meet and fulfill all licensure requirements related to the USMLE Step 2 CK and COMLEX Level 2 CE examinations.
Any licensee granted an RTL license without completing the USMLE Step 2 CK or COMLEX-USA Level 2 CE will be required to complete the relevant testing in order to be eligible for a full license.

In a separate action in April 2021, NCMB voted to eliminate licensure requirements pertaining to COMLEX-USA Level 2 PE due to the uncertainty of when testing would resume. Additionally, USMLE Step 2 CS has been discontinued. Applicants are no longer required to complete these specific examinations.
